The design considers storm-context campaign briefs, local-topic drafts, authorized canvass-list preparation, and a review-request cadence with repeat-contact limits.

Final-beta evidence must prove that the workflow can only propose: audience use, publication, contact, and spend remain explicit human decisions.

84 addresses · cut from the verified boundary

A canvass list of 84 addresses, cut from the verified impact boundary of a storm, passes under a stamp head. 68 are asked and their cards are marked and dated. 16 are passed over, each one printing the rule that stopped it: preliminary event only; asked 90 days ago; already a customer; do not contact. Nobody is asked twice within 90 days. When the run ends the campaign brief is written, and the single field that would authorise spending money is ruled, struck and left for a person to fill.
