Section 01
Preparation and authority are different jobs
Software can collect evidence, draft a scope comparison, prepare a document or surface an exception. None of those actions grants authority to attest, sign, spend or submit a disputed position.
A useful human gate names the responsible role, the evidence presented, the exact irreversible action and the record of approval.
Section 02
Refusal is a feature
A system that cannot tell the difference between complete and incomplete work can only decorate the workflow. The safer system can refuse to close, send or spend when required evidence is missing.
