What the design targets

The target workflow compares a carrier estimate with a contractor scope and presents candidate differences beside cited code or manufacturer material and a confidence indicator.
Release evidence must prove that the workflow cannot attest or submit: an authorized human reviews the source, interpretation, and proposed difference before any consequential action.
